Construction Manager Job Description

The Construction Manager will perform critical tasks that ensure quality installation and upgrades of the fiber network. This position reports to the OSP Manager.


  • Coordinate project activities with cell tower and property owners
  • Coordinate the project materials request process
  • Monitor installation subcontractor performance in accordance with:
    • SoW, Schedule, Budget, Quality and permitting regulations
  • Prepare and submit status reports to management
  • Support field and network engineers during testing phase as required
  • Handle scheduling and distribution of work assignments
  • Review and redline work prints and material consumption
  • Assist project team with coordination and execution of surveys, design reviews, and cost estimates.
  • Prepare and update network documentation based on changes in network topology

  • Ability to manage teams to complete designated amount of work in a specified time frame (e. g. , quality jobs per day), adjusting work assignments or schedules to meet changing work-related priorities or demands.
  • Demonstrated ability to read and interpret electrical schematics, construction drawings, and building plans; document daily records and reports
  • Horizontal Directional Drilling experience in many forms (missile/drilling)
  • Strong knowledge of asphalt / concrete restoration and vault placements
  • Extensive knowledge of Right of way permitting rules and regulations
  • Extensive knowledge of traffic safety plans per MUTCD guidelines
  • Extensive knowledge of cell site infrastructure (H-frames, utilities, platforms, shelters, etc.)
  • Strong knowledge of DC electrical components and power (24/-48v)
  • Demonstrated experience with fiber optic and/or coax cable placement
  • Demonstrated ability to use and care for fiber optic test equipment, ruby light, power meter, and OTDR and document test results accurately
  • Basic knowledge of fiber optic theory which includes fiber loss, connector types, and the different types of fibers
  • Ability to climb and work at elevations (e. g. , from ladders, poles, lift trucks) exceeding 18 feet
  • Ability to work in confined spaces (e. g. , crawl spaces, utility holes)
  • Ability to perform strenuous physical activities including, but not limited to: lifting objects weighing over 100 pounds
  • Ability to perform job activities outdoors in different weather conditions (e. g. , extreme cold and/or heat, inclement weather)
  • Ability to read, write and speak the English language to communicate with employees, contractors, suppliers, in person, on the phone, and by written communications in a clear, straightforward, and professional manner
  • Demonstrated sound judgment and decision making
  • Handling multiple projects and deadlines in a fast-paced environment
  • Maintaining organized and accurate records
  • Working independently with minimal supervision
  • Knowledge of MS Office Suite (Excel) or equivalent software such as Google Docs and Sheets
  • Bend/squat/kneel/stand frequently
  • Ability to deal with ambiguity, work in a dynamic fluid environment and effectively cope with change
  • Ability to pass pre-employment screenings (motor vehicle, drug, and background)


  • Associate’s Degree or equivalent work experience
  • Valid Driver's license with satisfactory driving record
  • 3+ years of operations management experience installing and maintaining fiber optic and cell tower products and services
  • 3+ years managerial experience of small, remote, field based teams
  • BICSI and/or NATE certification preferred (or equivalent)


  • May be required to work long and unpredictable hours including weekends
  • Working outdoors in all types of weather
  • Exposure to dust, fluctuating temperatures, and periodic high noise levels
  • Travel required - 50%
