The Senior Project Cost Controller provides expertise in the development, deployment and ownership of the project portfolio cost controlling process at OCN, which includes product technical transfers, CAPEX, IT and business projects. This position reports to the Head of Project & Portfolio Management. Responsible for the overall cost controls for the site portfolio of projects, partnering with the portfolio management team to hold functional leaders accountable for delivery of the portfolio, and highlighting risks and opportunities to achieve our site strategy derived from adherence to plan, budget, and resource demand. This role supports the site through effectively managing the end-to-end forecasting, controls, and reporting of project costs throughout the entire project life cycle, ensuring that the portfolio is achieving the defined financial targets as it relates to the functional and strategic goals defined in the project scope. Role requires excellent internal and external collaboration and influencing skills. The individual will contribute to regular PPM review meetings in accordance with the rhythm established by the site racetrack.
Key responsibility is overseeing the project cost control management, forecasting and reporting.
Provide oversight and support to the Head of PPM for the CAPEX Portfolio Process at the site, supporting the CAPEX prioritization of projects and programs to support the overall goals and strategy of the site
Support Head of PPM to lead the site consolidated financial management (planning and reporting) of capital and expense projects in support of regular CAPEX review meetings in accordance with the yearly rhythm established by the site race-track
Partner with Finance for planning and executing CAPEX supporting activities
Point of contact for all credit application submissions
Partners with other site and network SME’s to identify and implement best practices
Provide project control support for project managers, site governance teams, and corporate financial planning.
Cost Analysis & Forecasting:
Ensure projects and controls conform to Genentech policies, standards, business processes, and best practices.
Develop, set-up, and implement applications of the project controls system in accordance with established work processes and procedures.
Develop and implement project cost analysis and controls system to fully understand project costs, schedule and earned value data.
Develop and maintain milestone project schedules and financial spreadsheets. Work with project managers to evaluate project review timelines, track progress, report variances, and propose new plans as necessary.
Monitor cost performance data and variance analysis ensuring integrity of project controls data and compliance with processes and procedures.
Develops necessary information and prepares analysis for reporting including historical data, benchmarking, and comparisons of options, scope, quantities, and cost analysis within and across projects.
Develops cost, time, and resource benchmarks used as a basis for all proposed projects.
Challenges project proposals and ongoing costs, timelines, scope, and resources, based on analysis.
Utilize statistical tools to independently develop complex analysis including cost and schedule variance analysis and preparation of recovery or corrective action plans.
Identify and implement process and procedure improvement to increase team planning and management efficiency.
Manage and control project expense and capital transactions through the corporate accounting system (SAP BW) including maintaining and reconciling accrual transactions.
Prepare monthly reports and prepare and present cost and schedule information at internal meetings
Prepare monthly and ad hoc reports and present at meetings
Represent financial tracking information at governance meetings.
Prepare and present visual presentations of complex cost, schedule, scope, and risk information at general and formal meetings.
Analyze, prioritize, and challenge current CAPEX portfolio of projects to provide critical insight on strategic alignment, deployment of resources, estimation of effort, duration, and inter dependencies with the rest of the portfolio for current and future projects.
Organize and maintain governance team meetings, documentation, and information systems.
Project Management (Supporting as needed):
Provide project coordination for site and corporate driven projects.
Identify project/program risks and communicate with key stakeholders to mitigate impact of risks to project completion
Coordinate smaller projects or support senior project managers on tech transfers, facility modifications, or new construction including planning, design, and construction phases.
Partner with internal clients such as MSAT, Facilities & Engineering, Quality, and Manufacturing to manage project spend including contingency use
Develop and maintain required documentation through all project phases in approved formats and in accordance with existing information management systems.
Ensure timely and effective communication with all levels of the organization
Education and Experience:
Bachelor’s Degree and 8+ years of related professional experience; OR
Master’s Degree and 6+ years of related professional experience
MBA, MS in relevant discipline is preferred
Project Management Professional certification is preferred
Prior experience managing a portfolio of programs or projects in a regulated industry is preferred
Prior experience in CAPEX project and portfolio management, project controls, business processes, budget review, and credit application management is preferred
Cross-functional experience with drug substance and drug product manufacturing and/or experience in development, manufacturing, finance, or supply chain is preferred
Multidisciplinary GMP experience is strongly preferred

Familiar with manufacturing and business processes at a site; understanding of the opportunities and challenges within the network
Ability to represent the organization as a prime contact on initiatives and programs/projects at key management committees and meetings
Highly Competent in MS office applications including Excel, PowerPoint, Word, Project, etc. with advanced spreadsheet analysis capabilities.
Highly Competent in enterprise level corporate accounting systems, preferably SAP
Familiarity with resource management tools is preferred.
An independent self-starter with the ability to resolve business challenges and implement improvements
Experience leading change initiatives on a local or global level. Familiarity with industry change management techniques
Working knowledge of Roche Finance policies and processes
